The daily events on the ground clearly demonstrate that President Muhammadu Buhari’s administration and some state governors have failed miserably in their constitutional responsibilities of ensuring citizens’ security and pursuing their economic well-being, which are the two major constitutional responsibilities that all leaders must fulfill.
While this event is inexcusable, foresighted Nigerians feel that in order for the country’s deteriorating security situation to be reversed, the country’s current security architecture must be restructured immediately.
The country is using a national policing structure that has never benefitted any country and will not get it out of its security quagmire. For instance, The police in Owo, Ondo State, should be Owo’s residents, and the police in Portharcourt, Rivers State, should be Portharcourt residents.
We should practice a decentralized policing system through which criminals will be caught early and they will be brought to book. In more civilized countries, such as the United States of America, this is how it is done. You can’t be in Otolokpo, Delta State, and expect to see Zamfara State police. You can’t be in Asaba or Ogwashi-Uku in Delta State and have Bauchi State police officers patrolling the area. They wouldn’t know the local people.
On the premise that if state police are established, governors will abuse them, you can’t decide to fail before you try.
Apart from the fact that prominent Nigerians and groups have called on the Federal Government to restructure the country to accommodate such policing arrangements at various times and places, President Muhammadu Buhari promised during his 2015 campaign to “initiate action to amend the Nigerian Constitution with a view to devolving powers, duties, and responsibilities to states in order to entrench true Federalism and the Federal spirit.” But he he failed to fulfil his promises.
